Non-profit and government organizations commonly allocate significant budgets on IT for their counterparts. As is often the case, both the donor / government funding body and the beneficiary do not have extensive IT staff to supervise the spending of these funds. Yet, good accountability is difficult to achieve in the sector. The beneficiary can provide documentary evidence of what was purchased with the budget involved, but this is not enough. Donors need to ensure that the money was spent for adequate goods and services, and those were procured at realistic market rates.

This will not only ensure compliance with good practices, but may also pinpoint areas where things can be improved for any future purchases.
